Police Chief
Police-
The City of Portland, Maine is currently seeking applicants for the position of Police Chief. Portland is Maine’s business, financial and retail capital and is the largest city in the state (65,000) whose metro population (230,000) accounts for almost one quarter of Maine’s total population. The Chief is responsible for overall management of department programs including patrol/community policing, detectives, internal affairs, communications and traffic. The Police Department has 212 employees (of which 160 are sworn positions and 52 are civilians) and a $12.5 million operating budget. The Chief reports to the City Manager. Requirements: The applicant should be able to demonstrate any equivalent combination of education and experience that provides them with the knowledge, skills and abilities required to perform the essential job duties and responsibilities. A typical demonstration of those qualifications is a Bachelor’s or Master’s degree in a field of study relevant to the position, a minimum of ten years of law enforcement experience with at least five years in an organization presenting comparable complexity and challenges with at least three years in an upper level command position. Candidates must have administrative experience, be progressive, innovative and possess outstanding communication, organizational, leadership and financial management skills. Qualified candidates should have a comprehensive understanding of the various divisions and operations within an urban police department. Candidate must be able to meet the state standards for certification by the Maine Criminal Justice Academy and have extensive knowledge of jurisdictional functions. Experience in a unionized labor/management environment is a plus. The ideal candidate will have a proven track record of improving services and working constructively with diverse and multilingual communities. Salary range is $77,900 - $101,000. Nurse Manager
Health and Human Services-Barron Center
Responsibilities include resident assessment with development of plan of care, staff management and other professional nursing functions. Teamwork, a positive attitude, and a desire for excellence in nursing practice necessary. Requirements: Graduation from an approved school of nursing with additional education in gerontology preferred; management experience in a long-term care setting a plus; current license as an RN in Maine (attach copy to application). Starting salary range: $862-$1,009/wk.

Financial Eligibility Specialist

project position - Processes applications & determines eligibility for the City’s General Assistance Program. Job duties include computing consumer budgets, verification of income and expenses, process payment vouchers, preparing decision sheets and maintaining electronic files. Work includes dealing with a diverse group of consumers. Requirements: Graduation from a standard high school, experience in a Social Services agency, or any equivalent combination of experience & training; knowledge of public assistance program & excellent customer service skills; must pass a criminal conviction background check. $556 - $579/wk.

Human Services Counselor
Health and Human Services-Social Services Division
Oxford Street Shelter – project position – schedule is Tues.-Sat., 1:00pm-9:30pm. Assists shelter residents with applying for housing subsidies, location & placement in permanent housing, development of housing resources & referrals for support services. Job duties include outreach to shelter consumers, landlord and housing resource development, housing placement, assistance with housing applications and housing subsidy applications, referrals for on-going support services, crisis intervention, short-term case management, and referrals to community agencies. Requirements: Experience with homeless or low income/at risk case management & excellent customer service skills; experience with housing placement of homeless or at risk populations, mental health issues, substance abuse and other barriers to self-sufficiency preferred. BA degree in Social Services or equivalent combination of education, experience and training; valid Maine Class C driver’s license (must provide license number) & personal vehicle available for work use; must pass a criminal conviction background check. Starting salary range: $648 - $758/wk.

Seasonal Positions
Public Services-Streets and Utilities
schedule is Mon.-Fri., 7:00am-3:30pm. Assists Districting crews with upkeep & maintenance of City parks & City streets infrastructure. Duties include mowing, trimming, trash collection, weed spraying, light construction. Valid Maine Class C driver’s license required, Class B preferred; must have & maintain a good driving record. $9.00-$12.00/hr. depending on license and experience.

Temporary Position
Public Services-Streets and Utilities
Construction - timeframe will be through construction season. Schedule to be 4 10-hour days, Mon.-Thurs. Will participate in all aspects of construction activity. Must possess valid Maine Class C driver’s license (Class B desired); must have excellent customer service skills; must have & maintain a good driving record. $10.00-$12.00/hr. depending on license and experience.
